Sen. John Hoeven predicts movement on payroll tax 'within days'

In an interview with CNN's Erin Burnett, Sen. John Hoeven predicted movement in Washington on the payroll tax "within days." As for the makeup of a deal that could be reached before the holidays, Hoeven flatly ruled out supporting a surtax on millionaires, telling Burnett "no" when asked if he'd consider it.
