Syria, Russia plans to bypass U.S.-EU sanctions?

The Syrian regime has  a plan to use Russian banks. The Wall Street Journal obtained Syrian government documents and reported that they “offer an inside look at how a sh  rinking group of regime loyalists is working to prop up Bashar al-Assad's government.”

Syria’s main use for Russian banks would be an “emergency effort” to avoid American and European “sanctions on oil and financial transactions.”

Over the past few months Syrian officials have been discussing alternate business plans once their ties with Western banks were cut.
