Outer Circle: Former mayor in Mexico is murdered; Yasser Arafat's body is exhumed

A former mayor in Mexico who survived two previous assassination attempts was found murdered last week, the latest high profile victim in the endless drug-related violence plaguing the country; Yasser Arafat's body is exhumed in the West Bank to investigate whether the late Palestinian leader was poisoned.
