    There are a few good "Duty to Protect" laws, like 12 V.S.A. § 519 or Wis. Stat. § 940.34, but they hardly enforce them here, and it's hard to get a room full of senators to agree on anything in the U.S., let alone in India.

    Hospital would be nice. It's up to the Indian people.
