A White House lawyer has been subpoenaed over thousands of missing IRS emails. A congressional committee investigating the IRS scandal wants the attorney to appear before a hearing Tuesday.
It's one of several tough hearings on the scandal. The star witness at Monday's hearing is IRS commissioner John Koskinen.
The issue: thousands of missing emails belonging to Lois Lerner –the woman who headed the IRS division that targeted political groups applying for tax-exempt status.
Those emails could determine whether the order to target the tea party and other groups came from inside or outside the agency.
Republicans say the missing emails are further proof the agency is lying.
Democrats say this is just a witch hunt.
How likely is it the emails are really gone, accidentally, forever?
Tom Foreman has the answer.
