The Number: Chechen leader joins Twitter, then Twitter crashes

Chechen leader Ramzan Kadyrov has joined Twitter.

But the problem is Kadyrov is not exactly what you would call "social." In a recent report, the U.S. State Department said that Kadyrov's government continues "to violate fundamental freedoms, engage in collective retribution against families of suspected militants, and foster an overall atmosphere of fear and intimidation."

Anyone curious about the inner musings of a quasi-warlord had to wait a while yesterday, though, as Twitter went down for two hours, its longest outage since last October. Coincidence?
