Biden's controversial comments: Romney will 'put you all back in chains'

In Danville, Virginia, a city where nearly 49 percent of the population is African-American, Vice President Joe Biden said something Tuesday that set off a storm of controversy:

"Romney wants to let – he said in the first 100 days – he is going to let the big banks once again write their own rules. Unchain wall street - He is going to put you all back in chains," said Biden.

The Romney campaign immediately issued a statement that read, "After weeks of slanderous and baseless accusations leveled against Governor Romney, the Obama campaign has reached a new low."

Is this a manufactured controversy or sincere outrage?
