The man at the center of the Veterans Affairs health care scandal is speaking out to America's veterans.
Secretary Eric Shinseki writes the allegations of misconduct that may have resulted in the deaths of at least 40 veterans are of "great personal concern" and if any of the claims are substantiated the agency will act.
Shinseki indicated Thursday after meeting with President Obama and top Senate Democrats he has no intention of resigning.
