CNN has learned that military planners have already assembled a draft list of possible ISIS targets in Iraq.
U.S. officials say the list is constantly being revised and no final determinations have been made.

In Iraq, militants celebrated after attacking the country's biggest oil refinery, located in Baiji. Both ISIS and the Iraqi government are saying they are in control of this crucial location.
At the White House, President Obama met with senior congressional leaders to discuss the growing violence on the ground and what the U.S. might do about it.
Short of boots on the ground, the administration says all options are on the table.
