Questions raised about how police justifiable homicide cases are investigated and tracked

Police tactics in Missouri aren't the only place they've come into question. Michael Bell was a 21-year-old white man who was shot and killed by police in Wisconsin.

His death ultimately changed the way police shootings are investigated.
