President Barack Obama told congressional leaders Tuesday he has the authority to carry out his planned strategy against ISIS without authorization from Congress.
Obama met with two top Republicans, House Speaker John Boehner and Senate leader Mitch McConnell, along with the top Democrats, Senate Majority leader Harry Reid and House leader Nancy Pelosi at the White House.
