Justice Department: Cleveland Police poorly trained, reckless

Thousands of demonstrators converged on the streets of major U.S. cities Thursday to protest police brutality, a day after a grand jury decided not to indict a NYPD officer in the fatal chokehold of Eric Garner.

Questions over the use of excessive force is now a priority at the White House. Attorney General Eric Holder said it has to stop as he announced findings from an investigation that uncovered a pattern of excessive force and reckless behavior by the Cleveland Police Department.

The same department is under fire after an officer killed a 12-year-old boy who had been holding a pellet gun. Now, there is growing evidence that the officer was unfit for duty.
